This is a matter primarily for Colonial Service

Department; but I would point out that there re

precedents in Ceylon for paying higher salary to

officers who obtain special qualifications.

In a local service of this kind I think we need

not insist on a strict adherence to principles of

general application, and I would leave this to the

Governor's discretion.

Dr O'Brien's suggestion of two grades would

follow precedent in Ceylon also.
